Environmental Crime Victim Assistance Program
On July 27, 2022, at 2:00 p.m. ET, the Office for Victims of Crime Training and Technical Assistance Center (OVC TTAC) will present an online Expert Q&A discussion with Herman Millholland and Steve Siegel on "Environmental Crime Victim Assistance Program."

Environmental crimes often involve injury or harm to human, pet, and wildlife health and the environment. These criminal violations may result in direct and proximate harm in the form of adverse health impacts or, in the most extreme cases, death. Organizations and businesses may also suffer economic harm due to violations of federal environmental laws and other associated crimes. This session will provide an overview of the Environmental Crime Victim Assistance Program and address the unique victim identification and rights issues associated with environmental crimes.

Herman Millholland
Herman Millholland is the founder of Millholland & Associates, a consultancy firm based in Los Angeles, California, that focuses on strategies for effective organizational management and governance. He is an independent consultant with more than three decades of experience in the government sector, serving as an advisor to government officials and policymakers, and providing guidance on matters of public interest. He is also a principal and partner with DoraPro, LLC, a consulting services and program management firm.
Steve Siegel
Steven Siegel served 44 years in public service, starting at the First Judicial District Attorney’s Office in Colorado, then joining the Denver District Attorney’s Office. He is currently a senior consultant to the U.S. Department of Justice Environmental and Natural Resources Division and to the Environmental Protection Agency to build an infrastructure that addresses rights and services for victims of environmental crime. He serves as director emeritus, Special Programs Unit, Denver District Attorney’s Office.
